Online lotteries are a different matter from virtual casinos, another regulatory concern. Online gambling is not legalized in the United States, so the servers are located offshore to avoid legal sanctions. The legislature has attempted to block the dropping of electronic cash into online slots and card tables by restricting credit card use for such “purchases”.
But, gambling sites have expanded abroad where the U.S. has no control. Nobody has been able to monitor the number of people playing at popular online casinos and state lotteries.
